How do i put html in the style.css?

CSS is for styling tags with common attributes. To include a chunk of HTML multiple times without having to repeat the code over and over (for example: the header and links column for every page on your site) you could use PHP or Javascript. I prefer PHP, but then you'll have to make all of your .html files into .php files.
